Submission of a General Information Notice is required within 5-days of triggering event.
A Preliminary Assessment (or "PA") is the first phase in a process that identifies and areas of concern and determines whether contaminants are or were present at a site or have migrated / are migrating from a site. They are a diligent inquiry into the current and historic operational and environmental condition of the site. Typically, a PA must be completed 90-days after the triggering event. If sampling is indicated, a combined PA and site investigation report will be due 365 days after triggering event.
Both owner and operator are strictly liable without regard to fault, for compliance with the Industrial Site Recovery Act and its implementing rules.

Under ISRA, investigation may be necessary when the PA identifies known or suspected releases of contaminants, or other conditions that may suggest the presence of contaminants at the site.
