RĒSN successfully documented that remaining concentrations of constituents in soil were regional background or related to other known contaminated sites within the Meadowlands. Avoiding the remedial action permit allowed our client to close the remedial action at the site without the long-term liabilities and costs associated with managing the permit.

Former Fort Monmouth Army Base Landfill Closure Project, Oceanport, New Jersey
2021 – present RĒSN Technical Consultant – Support ongoing technical progress, quality, and reporting as subconsultant to Prime.
2020 – 2021 Program Manager – Overseeing a $14M contract to cap nine former landfills located across the former Fort Monmouth Army Base. Overseeing construction activities along with permit equivalency issues related to Flood Hazard, Riparian, Wetlands, and Threatened and Endangered species. Leading reporting effort to close each landfill with State regulators. Implementation of remedial activities is ongoing and expected to be completed in mid-2022.
Former Defense Logistics Agency Strategic Materials Somerville Depot, Hillsborough, New Jersey
2021 – present RĒSN Technical Consultant – Support ongoing technical progress, quality, and reporting as subconsultant to Prime.
2018 – 2021 Program Manager – Overseeing a $15M contract to remediate former strategic materials storage depot. Led team in planning of remediation and preparation of Remedial Action Work Plan and related documents. Oversaw remedial construction activities prior to transitioning management role.
Former Belle Mead Army Depot, Hillsborough, New Jersey
2017 – 2021 Construction Administration, LSRP and Engineering Oversight Program manager and LSRP for former government supply depot. Providing construction administration services for $40-million remedial construction project to support GSA as engineer and LSRP for remediation of the site which includes excavation, capping, ISS, as well as landscape restoration design for wetland, riparian, and upland areas. Preparation of final Remedial Action Report pending.
2016 – 2021 Construction Manager & LSRP Implemented $2-million remedial and restoration activities at offsite residential properties. Coordinated with local affected residents to negotiate remediation and restoration at seven properties. Completed interim Remedial Action Report and property specific Response Action Outcomes (RAOs).
2014 – 2016 Engineering Design, Remedial Action Work Plan Oversaw design phase of large-scale remediation of 230-acres of impacted soil to provide a cost-effective remedy that will result in consolidation of impacts across a 20-acre portion of the former facility allowing the remaining 300+ acres of the site to be closed without restriction. Coordinated the completion of NEPA required Environmental Assessment and prepared, certified, and submitted a Remedial Action Work Plan to NJDEP.
2008 – 2014 Remedial Investigation and Pre-Design Investigation Directed completion of Remedial Investigation successfully reducing areas of suspected impact resulting in significant remedial cost savings. Prepared, certified, and submitted Remedial Investigation Report documenting delineation of impacts at the site. Prepared a detailed Pre-Design Investigation and feasibility study to assess remedial options for the site. Directed completion of background study of metals in groundwater concluding that previously identified inorganic constituents in groundwater were related to natural conditions. Submitted a technical memorandum to NJDEP resulting in regulatory concurrence.
2006 – 2008 Groundwater Investigation and Liability Transfer Oversaw investigation of chlorinated solvent impacts to groundwater from a former Motor Pool area that impacted offsite potable wells. Managed negotiations between GSA and representatives of local government regarding details of a property and environmental liability transfer between federal and local governments. Led negotiation of environmental liability Negotiations focused on the cost of environmental liability associated with soil and groundwater impacts identified at the property. Direct the oversight of escrow funds set up as part of property transfer to manage remediation.
Former Manufactured Gas Plant Site, Rahway River, New Jersey
2012 – 2016 Provided LSRP guidance and oversight for stream investigation and site remediation to complete cleanup activities related to former Manufactured Gas Plant operations. Successfully closed complex environmental issues in soil, groundwater, and sediment within a branch of the Rahway River. Guided project team in completion of regulatory compliance issued by helping to identify the presence of Historic Fill and the separation of MGP-related and fill-related impacts. Certified final Remedial Action Report and issued a site wide RAO with a soil Remedial Action Permit and administrative CEA for historic fill, which allowed the property to successfully be transferred for a residential redevelopment project.
Hudson County Chrome Program, Hudson County, New Jersey
2011 – 2013 Provided Program Operations Management to improve technical and financial performance of a multi-site investigation and remediation of chromium impacted media. Developed Program Management Plan (PgMP) and collaborated with the Program Management Team to standardize management of the various ongoing projects and communicate important policies and procedures to individual project managers and team leaders. Consolidate program resource scheduling into an integrated scheduling system that functioned as a combined resource and financial management tool. Coordinate with Program Management Team in reorganizing the program leadership and assigning roles and responsibilities that met the management goals of the PgMP as well as the technical requirements of the projects. Serve as program risk manager utilizing a qualitative risk management strategy to assess potential impacts and determine mitigation strategies. Manage and coordinate the preparation of a portfolio cost estimate for total environmental liabilities for the group of sites subject to cleanup and provided strategy and assistance to client during audit review.
Former Manufacturing Facility, Investigation and Remediation, Phillipsburg, New Jersey
2001 – 2009 Directed the planning, management and execution of a $15-million multidisciplinary investigation and remediation. Developed and coordinated the activities of a core team of approximately 15 employees and an extended team of up to 35 employees plus subcontractors responsible for implementation of various aspects of the project. Completed investigations of more than 400 individual areas of concern using and integrated site-wide approach. Devised and implemented a groundwater investigation in fractured dolomite bedrock to assess horizontal and vertical extent of dissolved chlorinated organic compounds. Operated and Maintained a LNAPL and groundwater recovery system to remediate a 25-acre plume of mixed LNAPL. Closed a former facility landfill. Implement soil remedial activities including excavation/disposal and construction of engineering controls. Prepared and submitted more than 15 multi-volume technical reports to NJDEP. Facilitated negotiations with NJDEP to expedite response and secure approvals. Successes include securing agency approvals to implement investigations and remedial activities under variances from regulation resulting in significant cost savings. NJDEP final no further action approvals received for several areas of the site.
Portal Bridge Environmental Program Management, Hudson County, New Jersey
2009 – 2010 Coordinated a group of internal and external engineers, scientists, and subcontractors to provide consulting and related support related to the expansion of rail capacity in a 2-½ mile portion of the Northeast Corridor and the replacement of the 100-year old bridge. Oversaw initial assessments of properties along the project corridor, provide environmental related specifications for planned construction activities, prepare regulatory documents for submittal to NJDEP, and support property and easement acquisitions. Directed soil, groundwater, surface water, and sediment investigations as well as a detailed regional groundwater model designed to assess various bridge construction and alignment options in relation to groundwater flow and contaminant transport from a chromate waste disposal site present in the project area. Provided strategic consulting and support services including review of entry agreements and development of environmental strategy/cost estimate documents to assist in the evaluation of options for entering and conducting negotiations with responsible parties for property or easement acquisition. Directed the preparation and submission of major submissions to NJDEP prior to project cancellation.
Former Equipment Sales and Service Facility, Environmental Remediation, East Hanover, New Jersey
2002 – 2009 Managed the planning and execution of a groundwater remedial action work plan and the implementation of a long-term monitored natural attenuation remedial approach with classification exception area. Conducted groundwater modeling using BioChlor model for degradation of chlorinated VOCs in groundwater. After receipt of NFA, continued to oversee long-term monitoring and reporting related to CEA.

2013 – present LSRP directing the completion of Preliminary Assessment and Site Investigation that lead to remedial investigation of former landfill and other impacts to soil and potential ecological receptors. Certified Remedial Action Workplan pending implementation.

2013 – 2018 LSRP directing the completion of Preliminary Assessment and Site Investigation that lead to remedial investigation of former railroad related impacts at the site. Approved Remedial Action Workplan and its implementation which removed surface soil and replaced with a geotextile and soil cap that would prevent future potential for direct contact with impacted soil. Submitted Remedial Action Report and final Response Action Outcome along with a Remedial Action Permit for the long-term maintenance of the cap.

2011 – 2012 Provided LSRP oversight for activities at three NJ sites acquired in company acquisitions by IP. Directed staff in the performance investigation, remediation, and ongoing remedial action permit obligations.

2011 – 2016 LSRP directing the completion of Preliminary Assessment and Site Investigation that lead to remedial investigation of former drywell. Remedial Action Workplan and Remedial Action Report with Remedial Action Permit for long-term monitoring and maintenance of limited engineering and institutional controls to limit potential for direct contact to known and potential soil impacts.

2012 – 2017 LSRP overseeing investigation and remediation of chlorinated DNAPL from previous site operations. Overseeing operation of pump & treat groundwater containment system and sub slab vapor depressurization system.
Warehouse Underground Storage Tank Investigation and Remediation, Boonton, New Jersey
2000 – 2006 Managed and executed a fuel-oil underground storage tank removal that resulted in identification of chlorinated impacts to groundwater. Developed investigation and negotiation strategy to present the results of additional investigations to NJDEP through several submissions and correspondence that led to agency acceptance of an identified offsite source of chlorinated VOCs and secured approval of no further action for the client. Prepared Preliminary Assessment Report, Groundwater Remedial Investigation Report.
Black and smokeless powder manufacturer, Investigation and Remediation, Belvedere, New Jersey
2002 – 2004 Managed an investigation of a 600-acre former smokeless gunpowder manufacturing facility for United Technologies Corporation with a 60-acre active paint manufacturing facility owned and operated by BASF. Prepared and submitted more than 10 significant regulatory reports for submission to NJDEP achieving area of concern determinations of no further action in several portions of the site.

Pharmaceutical Manufacturing Facility Closure, Lawrenceville, New Jersey
2011 – 2012 Managed the completion of a Preliminary Assessment under separate LSRP for the closure of a facility engaged in the manufacture of pharmaceuticals. Since no areas of concern warranted further investigation, coordinated the preparation and submittal of a Response Action Outcome by the assigned LSRP.
Laboratory Equipment Assembly Facility Closure, Edison, New Jersey
2011 – 2012 Managed the completion of a Preliminary Assessment under separate LSRP for the closure of a facility engaged in the assembly of laboratory equipment. Since no areas of concern warranted further investigation, coordinated the preparation and submittal of a Response Action Outcome by the retained LSRP.
Former food manufacturing facility, South Hackensack, New Jersey
2012 – present LSRP oversight for ongoing remedial activities and provide advice to Nestlé and its technical consultant on strategies to bring the case to closure and receive a Response Action Outcome.
Corporate Residential Relocation, UST and potable well remediation, Northern New Jersey
2001 – 2005 Managed and execute investigation and remedial activities related to LNAPL contamination of a potable well as a result of a leaking home heating oil underground storage tank. Oversaw restoration activities and completed case closure with NJDEP.
Field Sampling Contract, multiple locations, New Jersey
1999 – 2000 Management and implementation of a NJDEP field sampling assistance contract. Management responsibilities included budget control and subcontractor management, implementation activities included scheduling, operation of a field gas chromatograph, and fulfilling reporting requirements.
Petroleum (NAPL) Subsurface Remediation, USA and Caribbean Islands
1999 – 2000 Analysis of free product removal data from a novel subsurface remediation technique that recovers free product and little to no water. The goal of the analysis was to determine potential product recovery rates and to match the specification of the remediation system to maximize product recovery. This was accomplished using a limited growth equation to model product recharge rates in monitor/recovery wells and comparing the rate calculated at the median slope of the equation to the linear regression of the recovery data from system operation.
Former Pharmaceutical Manufacturer, Soil and Groundwater Remediation, New Jersey
1998 – 1999 Evaluation and interpretation of data to determine partitioning of priority pollutant metals in impacted soil to support Alternate Remediation Criteria (ARCs) that would remain protective of human health and the environment while making treatment a viable and more cost-effective solution to disposal. Interpretation included a review of soil and groundwater chemistry pertaining to various metals, and soil-water partitioning behavior of these metals.
Drum Reconditioning Facility, Groundwater Remediation, Carlstadt, New Jersey
1998 – 1999 Developed and implemented groundwater remedial action for a mixed VOC plume in groundwater that included bio-augmentation and oxygenate compound to reduce source area and reduce expected CEA duration.
Metal Recycler, Site and Remedial Investigation, New Jersey
1998 – 1999 Preparation and implementation of Site/Remedial Investigations for industrial sites including a scrap metal transfer facility and a welding facility utilizing pre-existing data to minimize sampling effort and cost burden
Pharmaceutical Client, Regulatory Analysis, USA/Japan
1998 – 1999 Research into Japanese environmental regulation and policies, including the identification of potential local consultants to assist client's Japanese joint venture partner in the remediation of several contaminated sites. This project also included research into the geochemistry of arsenic in soil and groundwater and the review of current treatment technologies for remedial alternatives evaluation.
Solvents based manufacturers, Remedial Investigation and Feasibility Studies, New Jersey
1998 – 1999 Preparation and implementation of RI/FS for a variety of sites including an adhesives and paint manufacturer and a drum reconditioning facility in New Jersey. In each case, a variety of VOC's and lead were identified in in excess of the soil and groundwater quality criteria. Research and evaluation of treatment options for these projects included the use of Oxygen Release Compound (ORC) and/or the use of biological augmentation to simulate in-situ biodegradation within the source area. Often these technologies were a precursor to developing a monitored natural attenuation argument for remediation with a groundwater classification exception area (CEA).
Miscellaneous Projects
1997 – 1998 Provided assistance in the remediation of a metals manufacturer in Bronx, NY and a laboratory glass manufacturer in Beuna, NJ. Prepared Phase I Environmental Site Assessment reports, and assorted field and sampling activities.
