After completing remedial activities and reporting , RĒSN responded to regulatory agency comments that would have required a Remedial Action Permit with engineering controls at a wetland mitigation site.  RĒSN successfully documented that remaining concentrations of constituents in soil were regional background or related to other known contaminated sites within the Meadowlands.  Avoiding the remedial action permit allowed our client to close the remedial action at the site without the long-term liabilities and costs associated with  managing the permit.

Not all actions stipulated by regulators are necessary or appropriate.  RĒSN has experience working with regulators to address regulatory concerns and demands by leveraging its knowledge and experience using regulation and guidance to develop compliance options that better meet our client's goals.  Examples include separation of cases to avoid report rescission, using publicly available data to document offsite and regional sources, and rejecting compliance directives by restating and expanding documentation of compliance.

Project experience

Former Fort Monmouth Army Base Landfill Closure Project, Oceanport, New Jersey. 

Consulting Technical/Regulatory Lead – Supported technical progress, regulatory compliance, quality, and reporting as subconsultant to Prime focusing on compliance with New Jersey regulatory requirements. Consultant for remedial action permitting for complex redevelopment plan. 2021 – 2024.

Program Manager  – Oversaw a $14M contract to cap nine former landfills located across the former Fort Monmouth Army Base. 2020 – 2021.

Former Defense Logistics Agency Strategic Materials Somerville Depot, Hillsborough, New Jersey.

Contract GIS Support – Provided GIS mapping and analytical database support to the retained LSRP completing remedial action reporting for an offsite portion of the former DLA Somerville Depot project. 2025.

Consulting Technical/Regulatory Lead – Supported technical progress, quality, and reporting as subconsultant to Prime with focus on New Jersey Regulatory requirements. Completed Remedial Action Reports and applications for soil remedial action permit and Notices in lieu of Deed Notices for the federal and local government agencies that own the properties affected. 2021 – 2023.

Program Manager – Oversaw a $15M contract to remediate former strategic materials storage depot. Led team in planning of remediation and preparation of Remedial Action Work Plan and related documents. 2018 – 2021.

Former Belle Mead Army Depot, Hillsborough, New Jersey. 

Licensed Site Remediation Professional – Supported final closure of the site with submission of a Remedial Action Report and issuance of Response Action Outcomes for the properties associated with the project. Final RAP issued by NJDEP, final RAO completed. 2021 – 2025.

Construction Administration, LSRP and Engineering Oversight – Oversaw $40M remedial construction project supporting GSA and providing engineer and LSRP oversight of remedial activities that included excavation, capping, ISS, as well as landscape restoration design for wetland, riparian, and upland areas. Completed Remedial Action Report to document remedial activities. 2017 – 2021.

Construction Manager & LSRP – Implemented $2M remedial and restoration activities at offsite residential properties. Coordinated with local affected residents to negotiate remediation and restoration. Completed Remedial Action Report and property specific Response Action Outcomes. 2016 – 2019.

Engineering Design, Remedial Action Work Plan –  Oversaw remedial design of 230-acres of impacted soil. Provide a cost-effective solution that allowed consolidation of impacts across a 20-acre portion of the former facility allowing the remaining 300+ acres of the site to be closed without restriction. Coordinated the completion of NEPA Environmental Assessment and prepared, certified, and submitted a Remedial Action Work Plan. 2014 – 2016.

Remedial Investigation and Pre-Design Investigation – Directed completion of investigations that reduced areas of impact and resulted in significant remedial cost savings. Completed Remedial Investigation Report. Prepared a Pre-Design Investigation and feasibility study and study of metals in groundwater to document background conditions. 2008 – 2014.

Groundwater Investigation and Liability Transfer – Oversaw investigation of chlorinated solvent impacts to groundwater that impacted offsite potable wells. Managed negotiations regarding details of a property and environmental liability transfer between federal and local governments. Directed oversight of escrow funds set up as part of property transfer to manage remediation. 2006 – 2008.

Losen Slote Wetland Mitigation Site, Little Ferry New Jersey. 

Licensed Site Remediation Professional – Provided LSRP oversight during implementation of approved wetland mitigation plan. Prepared Remedial Action Report. Successfully lead negotiation with NJDEP regarding additional post-remediation permitting and related comments to the submitted RAR, by highlighting background and offsite contributions of constituents to subsurface soils at the site. Response prevented the need to apply for a remedial action permit.  RAO issued without any additional post remedial activities required. 2020 – 2024.

Teaming Partner – Carteret Brownfield Site.

LSRP Professional Services – Collaborated to update a third-party RAR to support a property owner in closure of a legacy site where PRCR and its LSRP failed to submit a final Remediation Document within the Mandatory Timeframe required by NJDEP. Using historical data, created visualizations to support a revised approach to previously completed investigation and remediation avoiding the need for additional investigation or remediation. Documented compliance using variances and deviations. 2023 – 2025.

Former Parker-Andrews Facility, Dayton, New Jersey. 

Licensed Site Remediation Professional – Oversaw development of soil remedial activities to prevent remedial action permit requirements. Oversaw enhanced reductive dechlorination of groundwater source area below an active facility building to reduce active operations of the groundwater treatment system during remedial action permit operation. Oversaw the preparation and submittal a final Remediation Action Report and groundwater Remedial Action Permit application that included continued long-term groundwater monitoring, and the operation and maintenance of a sub-slab vapor mitigation system and active groundwater pump & treat system. Permitting and issuance of a final Response Action Outcome is pending. Supporting post remedial compliance. 2018 – present.

Former Food Manufacturing Facility, South Hackensack, New Jersey

LSRP – Oversaw ongoing remedial activities. Supported PRCR and its technical consultant on strategies to bring the case to closure and receive a Response Action Outcome. Collaborated with legal counsel to compel property owner to sign Deed Notice and remedial action permit application for capped historic fill materials remaining onsite. 2012 – present

Former Manufactured Gas Plant Site, Rahway River, New Jersey.

Licensed Site Remediation Professional – Oversaw stream investigation and site remediation to complete cleanup activities at a former MGP site. Closed complex environmental issues and guided project team in completion of Remedial Action Report. Issued a site wide RAO with a soil Remedial Action Permit and administrative CEA for historic fill, which allowed the property to successfully be transferred for a residential redevelopment project. 2012 – 2016.

Hudson County Chrome Program, Hudson County, New Jersey. 

Program Operations Manager – Provided Program Operations Management to improve technical and financial performance of a multi-site investigation and remediation of chromium impacted media. Developed Program Management Plan, consolidated program resource scheduling coordinated with Program Management Team in reorganizing the program leadership, served as program risk manager, coordinated completion of a portfolio cost estimate, and provided strategy and assistance to client during audit review. 2011 – 2013.

Former Manufacturing Facility, Phillipsburg, New Jersey. 

Program Manager – Directed a $15-million multidisciplinary investigation and remediation. Oversaw a 15-member core team and more than 30 additional employees and subcontractors in the implementation of the project. Investigated more than 400 AOCs using an integrated site-wide approach. Devised and implemented a groundwater investigation in fractured dolomite bedrock to assess horizontal and vertical extent of dissolved chlorinated organic compounds. Operated and Maintained a LNAPL and groundwater recovery system to remediate a 25-acre plume of mixed LNAPL. Closed a former facility landfill. Implemented soil remedial activities including excavation/disposal and construction of engineering controls. Prepared and submitted more than 15 multi-volume technical reports to NJDEP. Facilitated negotiations with NJDEP to expedite response and secure approvals. Secured agency approvals to implement investigations and remedial activities under variances from regulation resulting in significant cost savings. NJDEP final no further action approvals received for several areas of the site. 2001 – 2009.

Portal Bridge Environmental Program Management, Hudson County, New Jersey.

Program Manager – Environmental – Lead group of internal and external engineers, scientists, and subcontractors supporting the Portal Bridge replacement planning. Oversaw initial property assessments, provided environmental specifications for planned construction activities, prepared regulatory documents, and supported property and easement acquisitions. Directed multimedia investigations including a regional groundwater model to assess various bridge construction and alignment options affecting groundwater flow and contaminant transport from a chromate waste disposal site. 2009 – 2010.

Former Equipment Sales and Service Facility, East Hanover, New Jersey. 

Project Manager – Managed groundwater remedial action and long-term monitored natural attenuation. Conducted groundwater modeling using BioChlor model for degradation of chlorinated VOCs in groundwater. Continued to oversee long-term monitoring and reporting related to CEA. 2002 – 2009.

Auto Parts Retailer, various locations, New Jersey. 

Directed the completion of investigation and remediation of historic fill other AOCs at an active retail facility in Hackettstown, NJ. Completed Remedial Action and soil RAP application.  Issued final RAO. Supporting RAP compliance. 2013 – present.

Supporting RAP inspections and reporting at active retail facility in Mount Holly, NJ. Identified regulatory changes that allow for modification of the Deed Notice and RAP that will reduce long term costs. Pending submission. 2019 – present.

Directed the completion of investigation and remediation of former rail impacts below an active retail facility in Mount Holly, NJ. Implemented remediation to cap residual soil impacts. Completed Remedial Action Report and Response Action Outcome. 2013 – 2018.

Directed completion of investigations of chlorinated VOC impacts to groundwater at active retail facility in Northfield, NJ. Transferred LSRP to colleague. 2013 – 2019.

Paper Products and Corrugated Facilities, various locations, New Jersey

LSRP – Support RAP management, inspections and reporting at former facility in Trenton, NJ. Support PRCR in permit management and negotiations with owner where unreported modifications of engineering controls have been conducted and large-scale construction is planned. 2013 – present.

LSRP/Project Manager – Oversaw remedial activities at former Trenton facility to meet client expedited remedial timeframe. Achieved NJDEP NFA approval prior to initiation of LSRP program. 2010 – 2012.

LSRP – Support RAP management, inspections and reporting at active corrugated manufacturing facility in Spottswood, NJ. 2017 – present.

LSRP – Directed investigations and remedial reporting for Spotswood, NJ corrugated facility resulting in a Remedial Action Permit for long-term monitoring and maintenance of limited engineering and institutional controls. 2011 – 2016.

LSRP – Completed PA/SI at Milltown, NJ corrugated plant that lead to no remedial actions required. Issued Response Action Outcome documenting completion of remediation. 2012 – 2016

Childcare Center Licensing Support, various locations, New Jersey

LSRP for the completion of childcare center preliminary assessments, soil sampling in planned play areas, implementation of drinking water and radon sampling, and related activities to support the licensing of childcare centers in New Jersey. Submission of Response Action Outcomes for each center. 2024 - present.

Former Crown Trophy, Garwood, New Jersey

LSRP – Managed compliance with soil RAP. Reassessed compliance and successfully terminated the Deed Notice and Remedial Action Permit. 2021 – 2023.

Former Manufacturing Facility, Groundwater Remediation, South Brunswick, New Jersey 

LSRP – Oversaw investigation and remediation of chlorinated DNAPL from previous site operations. Oversaw operation of pump & treat groundwater containment system and sub slab vapor depressurization system. 2012 – 2018.

Insurance Support for Shipwreck at Forsyth National Wildlife Refuge

LSRP – Conducted inspection of wreckage to support environmental planning. Concluded that limited amounts of petroleum sank where ship ran aground and were not impacting the beach environment. 2023

Real Estate Transaction Support – various locations, New Jersey

Prepared pre-transaction environmental report for an owner of contiguous properties in Fanwood, NJ developed with various automotive-related operations including gas and service station, autobody repair, and used car sales. Report was prepared in accordance with NJDEP Preliminary Assessment guidance to provide basis for owner to understand likely environmental issues and liabilities that would arise during the planned property sale. 2024

Phase I ESA completion and risk management support for the lease of land for the construction and operation of a solar array development at former contaminated site in Hillsborough, New Jersey. 2024.

ISRA-triggered PA compliance and Response Action Outcome for Millville, New Jersey parts fabricator. 2020 – 2021.

Updated an incorrectly filed historical PA for a Belleville, New Jersey manufacturing facility with Remediation in Progress Waiver. 2023.

PA for Pharmaceutical Manufacturing facility closure in Lawrenceville, New Jersey. 2011 – 2012.

Warehouse UST Investigation and Remediation, Boonton, New Jersey 

Project Manager – Managed a fuel-oil UST removal that identified chlorinated impacts to groundwater. Developed investigation and negotiation strategy for offsite source. Gained NJDEP acceptance and NFA. 2000 – 2006

Black and Smokeless Powder Manufacturer, Belvedere, New Jersey 

Project Manager – Managed investigation of a 600-acre former smokeless gunpowder manufacturing facility and operating 60-acre paint manufacturing facility. Completed more than 10 regulatory reports to NJDEP achieving area of concern determinations of no further action in several portions of the site. 2002 – 2004

7-Eleven, Inc. – New Jersey Portfolio

LSRP – Managed six New Jersey sites with ongoing remedial obligations. LSRP responsibilities transferred to colleague. 2012 – 2014

Pharmaceutical Manufacturing Facility Closure, Lawrenceville, New Jersey 

Project Manager – Completed a PA for the closure of a facility engaged in the manufacture of pharmaceuticals. Submitted RAO. 2011 – 2012

Laboratory Equipment Assembly Facility Closure, Edison, New Jersey

Project Manager – Completed a PA for the closure of a facility engaged in the assembly of laboratory equipment. Submitted a RAO. 2011 – 2012

Corporate Residential Relocation, UST and potable well remediation, Northern New Jersey 

Project Manager – Completed investigation and remediation of LNAPL contamination of a potable well as a result of a leaking home heating oil underground storage tank. Completed case closure with NJDEP. 2001 – 2005

Field Sampling Contract, multiple locations, New Jersey 

Project Manager – Managed and implemented a NJDEP field sampling assistance contract. 1999 – 2000

Petroleum (NAPL) Subsurface Remediation, USA and Caribbean Islands

Project Manager / Project Scientist – Analyzed free product removal data to determine potential product recovery rates and support specification of a final remediation system to maximize product recovery. 1999 – 2000

Former Pharmaceutical Manufacturer, Soil and Groundwater Remediation, New Jersey 

Project Scientist – Analyzed data to determine partitioning of priority pollutant metals in impacted soil to support Alternate Remediation Criteria (ARCs). Interpretation included a review of soil and groundwater chemistry pertaining to various metals, and soil-water partitioning behavior of these metals. 1998 – 1999

Drum Reconditioning Facility, Groundwater Remediation, Carlstadt, New Jersey

Project Scientist – Implemented groundwater remedial action for a mixed VOC plume in groundwater that included bio-augmentation and oxygenate compound to reduce source area and reduce expected CEA duration. 1998 – 1999

Metal Recycler, Site and Remedial Investigation, New Jersey

Project Scientist – Implemented investigations at several industrial sites including a scrap metal transfer facility and a welding facility utilizing pre-existing data to minimize sampling effort and cost burden. 1998 – 1999

Pharmaceutical Client, Regulatory Analysis, USA/Japan

Project Scientist – Researched Japanese environmental regulation and policies to support remediation of several contaminated sites. Evaluated geochemistry of arsenic in soil and groundwater and treatment technologies for remedial alternatives evaluation. 1998 – 1999
